Th­s goes further: into what my hat is. 1 suppose that ­ should let you know sorne of it,
         and why 1 didn't consider it SO VERY important that l not show up to the MEETING of the
         OTO.   First of ah, it dates to the Operation Phoenix1 which started 10 years ago or more1
         and the postulate of LRH1s which stated that an OT could be ethical. That humanity had
         never seen a group of OTs1 and therefore no government was really as good as it could be
         if ah the members were Fuil OTs. Remember that the Cof>( was and ­5 based on a
         "Benevolent" dictatorship.
         
           It was my postulate that an alternative network could be set up,~begun by Eth­cal OTs
         who had been purged from the CofX and '1dj5eflfranchised'1 of the r­ghts to use the tech or
         even to consider themselves as OTs, their ttthetans'1 having been revoked by "SP" declares.
         
           At that time, OBR was interested only in OT Projects, and this became MY own OT
         project. While CBR was out on a trip, 1 wrote up and, with the help of a guy called David
         Dunlop, sent out OTO ED#1 ah over the planet, and this was the beginning of the OTO and
         of Ihe FZ.
         
         Of course, at that time1 CBR wasn1t 11doing'1 tech, and it was only after sorne heavy
         treason on the part of the executives at the AAC in Santa Barbara, whom we had been
           .     support­ng as the technical side of Operation Phoenix, that he started in and later
                 developed Excalibur, and started the RONS Org network, to handie the tech.
         
                   To have OT Projects and a New Civilization, it was necessary to have OTs. Without the
                 tech, there would be no OT Projects or New Civilization, therefore he had to backtrack and
                 put the Tech there.
         
                   Likewise, without a PURPOSE like the New Civilization1 why work on producing OTs.??
         
                   This was CBR's reasoning at that time, when the FZ was postulated.
         
                   During that time, CBR and ­ had sorne mighty discussions and arguments as to the
                 nature of the organization which should be used in the FZ, and it was again my postulate
                 that a fuil OT, fu ­­y trained, cou­d be himself a SOU ROE point, and not what we would today
                 cali a MOOO. This ­ presented in the UK in 1983 or 1984 at the second Operation Phoenix
                 event we gave. Multiple Source Points, was the keyword. And the message carne from
                 Boots in the Sky, where LRH states that it is Every Man's responsibi­ity.
         
                   As we started this going, the attacks from the OoD( began, and again, this became a part
                 of my OTO hat - to make a safe space for OBR to be able to develop the rest of the bridge.
                 So, 1 put myself up Iike a "Iightning rod" to receive the attacks here in Spain, if they wanted
                 to attack1 and OBR relocated to work on and extend the tech. He finished his job flnally, but
                 ­ haven't yet, as ­'II come to later.
         
                   As we come up closer to PT on this, people came into the Rons org network, were
                 trained5 audited, and had OBR as their "Terminal" - for alrnost everything, and flnally he was
                 fed-up with having to answer everybody's constant questions concerning how to do this, or
                 to do that. At that time ­ postulated the Qual Board (at that time the idea ­ had was to have a
                 Senior O/S, who OBR wanted to be Ulrich kramer - who shortly after that got into problems
                 with OBR and resigned from the FZ) as a committee of trained individuals who could take
                 on the responsiblities of handling technical problems they were trained for, and relieving
                 OBR of ah that traffic. OBR ­iked that solution and went about creating it, and so the Qual
                 Board was born.
