Now, at that time, CBR handied ah of that - he was the tech terminal, and l was involved in handling the attacks on us, which were happening here in Spain, and later in the litigation which ensued from the allegedly criminal actions which the CoIX perpetrated in their attacks on us. When 1 wou ¡d appear at the conventions, 1 wou ¡d talk about OTO - wh­ch was part of the ORIGINAL CHARTER which founded the FZ - the Admin Scale for Operation Phoenix - based on a Technical Network, a seperate Administrative Network - ah based on the maximum freedom for the individual, and set up in a way that NO INDIVIDUAL COULD TAKE IT OVER OR USE IT FOR PERSONAL GAIN. Not many people were very interested in the OTC part of the plan, because mostly they were interested in receiving the tech personal¡y, or in being trained to deliver. Also because most had had bad experiences with the Admin part of the CoIX and couldn't see farther than that. But admin is a necessary evil, even when kept down to a minimum - this CBR as 2nd Deputy to LRH knew very welI. The wrjtten formulation of the postu late is what put it into the physica¡ universe. You see, if this postu late is un-mocked, then the whole FZ 5 unmocked. Just before CBR Ieft the body, 1 visited him in Switzer¡and and had a good long comm  with him. He fe¡t at that time that we had failed - that the FZ would fal¡ apart because of a lack of organization and common purpose. Because the many individuals in the network were too highly individualized to operate on a common purpose, because of entheta which different members would spread around about other members, squabbles about clients going from one center to another and saying how bad things were where they had been, etc., etc. 1 promised him that 1 wou¡d see that the FZ did NOT fal¡ apart, and most of you have known me from that point on. Together with the OTO Secretary, Silvie - 1 decided to try to put the original postulate into practice and to try to create a truly democratic administrative network - and to do this, it required breaking a "dique" of "old-timers" who had a monopoly over the OTO and QB, "gelling" the agreement of those present to accept new members into these two meetings, and once these new people were in, to give them "voices" - that is, that they might have their opinions, and that they might come to decisions which wou¡d effect the functioning of the FZ. Eventually the solidity of the meetings began to break up, and 1 remember at one point when 1 realized that the members rea¡ly began to feel that the 3rd dynamic was THEIRS. So, sorne people didn't like this. Some disappeared for awhiie, because their personal ideas of how th­ngs shou¡d be run didn't coincide with this postulate. But 1 believe that in PT1 we have achieved the stabi¡ity which CBR and 1 and others who have worked on this for so long desired. And that CBR wou ¡d now be very proud of ah the people that he trained and processed. The OTO members are able to assume responsibility without the presence of a TOP HONOHO (Big Thetan) there al¡ the time to run things. The Qual Board as welI, 1 believe. 1 think as weII that the gossip and 3rd party and entheta which was RAMPANT (a¡though not discussed open¡y as such) a few years ago is dying or has died out finally. And 1 thought that my physical presence at the meetings wasn't as NEEDED as before, and I apologize to you al¡ for not having been at the Iast ones. But you are al¡ capable of making decisions and speaking up now, so 1 fe¡t that it wasn't so imperative that 1 be there. The fact is that I understand that the Iast meeting went very welI for most of you. 3
