After "Super Power for OTs" (Creations of the OT) are handled, he becomes a 1st Dynamic Static in Non-Existence (but an OT in Power on all Dynamics).
After "Power Plus for OTs" the Static has gotten his dynamics restored to power.
Now the job is to handle the Creations (including MOCOs and the MEST U) of the U2's.
The first step is to get them to free or return their MOCOs to MOC (Moment Of Creation). This will start to "unhinge" the whole U3 from the U2 locks. That will be the Responsive MOCOs. Then on OT 18 the "unresponsive" MOCOs can be run on Power by a giant Group Auditing process and Poof! Static Point.

Is this going to really improve the Quality of Theta - or just the quality of the Static state OTs doing the auditing? Maybe the Ethical and Administrative thing to do in light on the GUMs is to then expand the U.C. of S. (Universal Church of Scientology) as a sort of "School" for Thetans to get them up to OT 16 and do OT 17 & 18 with full KRC. (This remains to be seen!)
