The reason you don't run power on somebody after Clear is because he may reviv some of his unresponsive (responsive ones will be handled too) MOCOs in U3 and they will come or try to come thru him as an exit point and since the composite, OT III, and SN [Super NOTs (Excalibur)] case is still there will only press in on it, giving the guy horrible pressure somatics and push him right back down the bridge as the composite case engulfs him and his "clear" space.
Thus power is only a Review tool and must be specifically addressed by a trained auditor to a specific terminal such as an SP BT or Cluster.

(The verification of this comes from the B of D (Phi thetans) debrief when they noticed some of their "wheelchair" cases miraculously cured around St. Hill in the 60's. Luckily, they weren't necessarily the pc's own MOCOs - Cog: Power Plus is the "polish off" that will handle any MOCOs that come in from Power!)
