The "proof" of the Purpose - "To Improve the Quality of theta" - is simply that the OT is willing to free his qns, his MOCOs, and others. He doesn't need them anymore to be "BIG."
He can create an infinity of VPs and as long as he gives them the freedom and Rights of Thetan, his ABILITY remains - His POWER does not diminish, it increases.
