The job of the 1,000,000 (One Million) "Black Statics" (100 x 100 x 100 black "power" cube of Xenu from LTA BST in the few thousand years from 2000 (LTA) to the "do it again" agreement) was to hold the dumped Phi-thetans from LTA. This was the job of the "Hermetic" BST Static Thetans.

You will find they had been told IncII didn't happen, it was EE's case, and Inc I was probably one of EE's "tricks". Run the "Game of Gods" LTA as that is where they cog on Xenu being the bad guy.
