Theoretically, on OT 13, an OT should be able to audit all the VIAs he used to create his dumped MEST and free the whole lot in one session.

Even if the MEST is scattered, it just means the MOCO has been ‘buttered all over the Universe’ to keep track of it. The MOCO also has probably become a Phi thetan, either ‘responsive,’ or ‘unresponsive.’
(‘Perhaps’ the ‘responsive’ ones (12%) are the ‘buttered’ ones and the ‘unresponsive’ ones are ‘encapsulating’ or ‘permeating.’).
But during the long history of MEST U, by explosions and other MIs (Mutual Incidents) and ‘effects’ created by Big thetans - they may have been ‘split’ into a ‘buttered’ state also. So the unresponsive ones don’t respond because only a tiny piece of them is present and one must get all of the original MOCO into session. (The original multi-schizophrenic or ‘Mr. Come-a-Party.’). That’s the 88%.
Then the ‘Responsive’ ones are ‘all there’ but just ‘paranoid’ about big thetans (with damn good reason, too!). That’s the 12%. And they are the ones Encapsulating or Permeating.
I have demonstrated in earlier sessions that Pr Prs can free Phi thetans of both types. It is perhaps producing a multiplicity of new free thetans as well, because they are given the choice of ‘MOC’ (Moment Of Creation) or ‘Freedom.’
