A common denominator of these types of STUCK cases is that they VOTED FOR XENU in the GAME of GODS.
For BSTs, they voted for him LTA and may have tried to influence others to vote for him TTA. (As they were solidly stuck into "being" and "holding" the GUM 0 MEST from LTA, they didn't actually take part in the voting TTA but may have been ordered by Xenu to "influence" their "friends" and/or his "enemies".)
Thetans stuck in the TTA taken-over church and "other practices" (usually all these are based on Excalibur Plugs or LTA Black Static Tech organization and probably voted for Xenu TTA and LTA or at least TTA.)
This data does not change any processes or add to any of the upper-level tech handling. It is given so that C/Ses and Auditors can check the LTA & TTA points on "Can't-Blow Step B" with much more reality as to its importance as an underlying "Basic" on the case. (The G of Gods Charge on these G. of Gods points is simply handled by running off the (+) & (-) Admiration MOCOs from the area.
If a pre-OT or OT is really "hung up on it", he can be C/Sed for the Pre-Static Prior Assessment from OT 12-13 tech, by a qualified S(S)C/S.
